What are the pros/cons with migrating our current Netbackup 7.1 server (running on Windows 2008 R2) to new server hardware running 7.6 (on Windows 2012)? Should I upgrade 7.1 on the current hardware first and then migrate?

Hello.

If your looking to change Master servers, then you will want to follow the catalog migration tech article TECH31385.

Your can upgrade to ways. Install the same version of NetBackup on your new server, restore the catalog, and then upgrade to a newer version. You can Also refer to sort.symantec.com/netbackup for install steps a prerequisites.

Or upgrade your current server and then migrating the catalog over to the new server with the current netbackup version. I would think the first option is better as you have your original server to fall back on.

Because 2012 is only supported as master as from NBU 7.6, you will have to upgrade current master server first, then use steps in TECH77447 to backup catalog on old server and recover on new server.

Please take note of same hostname and same path requirement.
