This issue has been solved. See solution.

I’m moving from an older version of backup exec to a new physical server and also upgrading versions. Is there a link to export the config/DB and importing it to a fresh install?  The current version is running SQL Express, and as will the new enviroment. From 2010 to 2012

Do keep in mind these KBs are for moving same version of BE across servers.

You can follow the above KBs & then perform the upgrade to the higher version on the new server or vice versa, i.e. upgrade on the old server first and then move to the new server.

In case, if you would like to move to another server & upgrade at the same time (as your original query), use this KB instead - http://www.symantec.com/business/support/index?pag...
