Missing file?

When trying to create a script OS job in the DS 6.9 SP4 console I keep getting an error that "setupcomplete.cmd" is missing and it fails the addition of the files. The setupcomplete.cmd file is a part of the OS wim file I'm using but not as an individual file. Anyone have an idea where its looking for the file to be?

I think this is usually in c:\windows\setup\scripts

Actually maybe I wasn't clear about the issue. The problem is.. the console won't let me add an OS in when trying to add the OS files. It runs thru copying in the files and then throws an error about the "setupcomplete.cmd" file missing. At that point I wouldn't think it would care but it seems to have it stored somewhere.
