I am having the exact same issue as described by OP at following URL:

In summary, we are using Symantec Endpoint Encryption Ver 11.0.1 (Build 7342)
The computer may have had a disk encryption process get interrupted.
In troubleshooting the computer not booting, I did a fixmbr.
Unfortunately, the Bootrec /fixmbr command now presents upon next bootup an error of:
“missing operating system”
I have tried booting with a Windows DVD and using repair. However, it doesnt recognize a hard drive thus no O/S is presented to 'repair' per se.
I navigate to CMD prompt but C:\ does not have a recognized file system.
My problems are two-fold.
1. An administrator whom has used this CD successfully before no longer can authenticate in order to decrypt using the eedAdminCli.exe GUI.
2. What can I do to see the C:\ drive in order to run bootsect or fdisk commands?
