Monitor Solution - Alerts not coming in

I'm trying to implement the Monitor solution in our 7.1 SP1 environment. I've started with only 2 servers having the monitoring solution plug-in installed.  Both machines are registered as monitored agents on the Home->Monitoring and Alerting console page. I've enabled a few policies to trap the basic DNS Agent service is not started rule for the policy and then tested by stopping the DNS Client service on the 2 test servers.  An alert is never sent to the event console.

I checked the Monitor agent MetricLog file (C:\Program Files\Altiris\Altiris Agent\Monitor Agent\MetricLog.xml) and I see my DNS Agent service metric listed (normal as I understand it). However, when I check the Altiris Agent log file, I find the following messages after initiating a request to update the agent policies (Agent Settings -> Update):

I've tried uninstalling and reinstalling the Monitor plug-in, and each time the installation appears to have functioned properly, adding the plug-in to the client, and completing. I've seen other posts/articles for similar error messages for other plug-ins, but not the Monitoring solution. Has anyone seen this before or have a suggestion where I start looking to resolve?

Alright, I'm going to resolve this as the errors regarding "ProcessMonitor" in the agent logs have nothing to do with the Monitor solution. Ultimately, it seems a recent change in my organizations SMTP server was blocking all outbound emails.
