hey
it is not possible to find any information in the database a user’s vault cache last have been synchronized, or communicate to a user now it's 3 days since the cache is synchronized

All you can get as far as I know from the Server side is:
http://<evserver>/EnterpriseVault/VCView.aspx
A user however is able able in Outlook to get the status, e.g. in Outlook 2010 to click on the Enterprise Vault ribbon, and then clicking on "Synchronize" in the Vault Cache action bar. In Outlook < 2010, it's in the Drop down Menu "Options", I believe.
