I just want to know how to automatically (Not Manually, like this technical note: http://service1.symantec.com/support/ent-security.nsf/docid/2009093012465148?Open&seg=ent ) move the users from one server SEMP-A to a new server SEPM-B

Moving the clients to the new SEPM can be achieved, but you will need some manual preperations and tests for the first time.
You can follow the steps below:- [ assuming you already have initial SEPM with all communicating with it. ]
1. Install another SEPM as a replication partner
2. Confirm the connectivity of the clients with the new SEPM with a secars test & by replacing sylink.
3. Create a new MSL[ management server list ] where NEW SEPM's IP address will be the present. [ you can optionally have the IP of the intial SEPM in second priority as well ]
4. Apply the new policy to the group
5. Initiate Replication
6. Confirm at the client that they are reporting to the new SEPM by opening the sylink.xml file and checking that IP of the new SEPM is present

You can use Sylinkremote tool to paste the sylink of new server to your clients automatically. How many clients do u have?
I think you can find the tool under downloads section.
It has pdf file with all the details.

If replication is not in use
If replication is not in use you can to SylinkReplacer utility to move all your clients from one group to another in one go..

If 2nd SEPM is new and nothing has been configured on it yet..
then you can Install it as replication partner and you can easily move clients between these 2 sepms.

Do you want to use that
Do you want to use that SEPM-A in future also in the same network?
If no you can take a backup (data base, server.xml,keystore.jks) of SEPM-A
Then install SEPM-B with same host name and IP address of SEPM-A
Run management server configuration with defalt options
Restore everything in SEPM-B
Reconfigure the management server

You can also add the second server as a replication partner and move the clients to second server, but in this method if you do and if you uninstall first server you will be never be able to replicate with other server..
