Avamar to NetBackup
I hate to say this, but there is no way to migrate previously-performed backups from competing products (such as EMC Avamar) into Symantec NetBackup.
You will need to maintain two parallel environments (an EMC Avamar environment and a Symantec NetBackup environment) until all of the backups that you performed with Avamar have expired. This means that your EMC Avamar data store grid will need to stay up and running, and all of your client computers will need both the EMC Avamar client software and the Symantec NetBackup client software installed on them. The EMC Avamar software on your client computers would be used only for restores of backups that were performed in the past with Avamar. Disable the backup policies in your EMC Avamar data store so that it doesn't keep doing new backups, and start doing backups with your new NetBackup software. Once all of the backups in the Avamar data store have expired, you can decommission the Avamar data store servers and uninstall the Avamar client software from your client computers.
The only non-NetBackup backup images that can be imported into NetBackup are images that were done with Symantec Backup Exec, and even then the Backup Exec images have to reside on tape (not disk).
Why the transition?
Can you provide a 10,000 foot overview of why you are migrating from Avamar to NBU? Usually the migration is the other way.
Just curious...

Agreed, This seems to be a strange move. Avamar provides a great enterprise solution. Why move backward

That's not necessarily
That's not necessarily true... It all depend on what you are trying to backup. I ran both software in parallel in my env and I use avamar for OS backup and netbackup for application database. If you are thinking about vaulting stuff for off-site store netbackup will work best. If you are smaller shop avamar will work ok but if you are managing bigger data-center and if you have multiple requirement for your backups netbackup work best...
