Moving symantec 11 clients to symantec endpoint 12

We have not had success with directing clients with 11.0 or 11.2 version of symantec product to symantec 12.0 endpoint. The only way we have been successful to get these clients to pull updates or become manageable on new server with new version of endpoint is to completely rebuild and and install symantec 12 on the client. we have tried uninstalling the client, that doesn't work. I want to get old clients moved and getting updates from new server without rebuilding each client desktop. please advise of a solution.
We are about to renew symantec licenses for clients and server for year, but may have to consider an alternative product.
Group - please let me know if you have suggestions or have experienced.

Since it would be a fresh install, you can Install SEPM first and then use the sylink replacer or sylink drop tool to get your client back to the new SEPM and then using the Auto Upgrade feature you can upgrade them to 12.1

is the new SEPM 12.x available? if yes, package should be created from the new SEPM 12 and remember to select ewmoive existing policy and log settings and push through CDW.

I agree with the above comments.
Secondly in case, if you are using the Latest Symantec Endpoint Protection 12.1 RU2, you could simply deploy the communication settings to the machines by selecting the "Communication Update Package Deployment" from Client Deployment Wizard.
