MS for Exchange licensing question

I Have a Server 2008 network with Exchange Server 2007. We have more users than devices. When licensing MS for Exchnag, do I need a license for each mailbox?

Hello, Rob,
Symantec Mail Security for Microsoft Exchange licensing is based on a per-user perpetual license. The product is also available via purchase of the Symantec Protection Suite Enterprise Edition.
This makes clear that you have to buy licences for each mailbox.
