MS12-007 Not appearing in Windows Compliance By Bulletin View - Update Not Deploying

SMP 7.0.8800 (MR4) Patch management for Windows v7.0.4509 (SP2 MR4) PMIMPORT v7.0.1331.1 QChain v5.00.2195.6666
Staged the MS12-007 patch and used the Software Update Policy Wizard to create a Software Update Policy (1st 2 screen shots). Applied to test clients and they never see the update (nothing in client logs or in Software Update tab on client - Nothing in NS server logs either)
Looking at the Windows Compliance by Bulletin view (3rd screen shot), the MS12-007 update is not there. We have tried re-downloading the update several times with no success. Any ideas on what's going on would be appreciated.

Bulletin MS12-007 is for Microsoft Anti-Cross Site Scripting Library V3.x and Microsoft Anti-Cross Site Scripting Library V4.0 as per Microsoft bulletin page.This bulletin will appear in 'Windows Compliance by Bulletin' tab only when required Antixss versions are installed on the client machine.
