What version of Wise Package Studio were you seeing this on?
What are the circumstances where this occurs?
The knowledgebase includes release notes for each release of Wise, and the last ever release is WPS8 MR1. If you are running this version and still have the problem, then you are out of luck unless you still happen to have a valid maintenance agreement.

Version 8. We just started using it.

No. Its a setup with Windows 2008 R2 64-bit. IIS7. This web capture part never worked.
If you have already seen this technote: http://www.symantec.com/business/support/index?page=content&id=TECH37121 then I would repeat my recommendation to call support and enquire about this specific issue. I know that one or two fixes have been released for MR1 but these are only available through support.
