Multiple Agents Not loading

On one of my new Win 2008 R2 servers, my Altiris Inventory Agent, Altiris Server Inventory Agent, and Altiris Software Update Agents, are not loading.  What do I need to look to at see that these get loaded?  I am noticing that my Task Status tab is reading with a status of "Shutting down".  I am also noticing that when I check the logs I am also getting the error message below.  What can I do to resolve this issue?

Hi Kio,

Do you have Sites and Subnets configured on your SMP? Could you please post more details about your Altiris environment and about the machines where this problem occur?

It really wasn't the problem I thought it was.  The case was the we have an excruciatingly (sp) slow link to this facility in India and after completely removing everything a couple times I finally just let it run and it eventually loaded everything up.  I am not sure there ever was problem other than having a slow link that was bouncing a few times a day.  It doesn't help that the last mile to this facility is wifi.  I just let it go and it resolved itself a few days later.
