The first thing you should do is unplug from the Internet and run a full scan.

You may want to post this as well in the Norton community:

i'vealready done all kinds of scans on it and i've used norton powereraser it removed one thing but my laptop still had the trojan. i've tried restoring the system to a previous point and resetting it to factory condition but the hacker somehow was still able to somhow change the permissions. i've put a password on my norton settings so they can't change anything but they still mess with the norton scan files and live update files so it won't run properly. what can i do that will cost less if possible?

On a Kind note: You are running Norton360 Premium Antivirus which is a Home / Home office Antivirus, incase if you are facing any issues, it is recommended you to add a Thread on the Norton 360 Community.
