my laptop has a trojan and i need help stopping it

Hello people i need help, my laptop has got a trojan and i don't know how to stop it. Whoever is acessing my laptop is changing the permissions for the files on my hard drive i have tried to stop them by removing their username and privleges. they are also trying to disable my norton360 premium's antivirus and scanning. what should i do ?

The first thing you should do is unplug from the Internet and run a full scan.

i'vealready done all kinds of scans on it and i've used norton powereraser it removed one thing but my laptop still had the trojan. i've tried restoring the system to a previous point and resetting it to factory condition but the hacker somehow was still able to somhow change the permissions. i've put a password on my norton settings so they can't change anything but they still mess with the norton scan files and live update files so it won't run properly. what can i do that will cost less if possible?
