It seems that the backup started okay:

but when the media reached EOM, the resource broker believed that all drives were 'in use':

Was this a once-off problem on the 17th or do you see this problem more often?
You will need bptm log as well nbrb logs to troubleshoot.
Being onsite when this happens will also be an advantage, so that you can see in Device Monitor which tape drives are being used by which media servers.
Supporting Storage Foundation and VCS on Unix and Windows as well as NetBackup on Unix and Windows.
