NBU 7 Enterprise....Oracle Database templates greyed out

We upgraded from NBU 6.5 to 7 without any issues except one.   When we go the client server and run jnbSA or jbpSA to create a new oracle database template to be used in a backup schedule it is greyed out and will not expand showing the database instances on that server.  The one server that still has 6.5 on it, this function works fine.  Have an open case with Symentac but so far no idea.  Yes the oratab file is correct and we have also verified with symentac that the $ORACLE_HOME/lib/ points to /usr/openv/netbackup/bin/libobk.so64.1 which is showing that is has been upgraded to 7

In previous releases when you upgraded the client software that had oracle you had to run an additional step to update the oracle client.  According to the upgrade documents with NBU 7 this is no longer applicable and you only need to update the client and it will update all associated software including oracle.  

The environment is Sun Solaris 10 using Oracle database 11g

Has anybody else experienced this?  Any ideas?
