e.g.
F:\Veritas\NetBackup\bin\admincmd> nbdeployutil.exe -create
or is it just another of those "Run as Administrator" quirks for the command window?
Or ...
do *any* of ther other commands work from that location when run in command line?
Or ...
Maybe PATH variable
Or .... ?
Sorry I haven't got an up-to-date Windows OS to try any of this on!

Strange that - my 7.0.1 calculator was NB_7.0.1_ET2271100_1 so it must have changed.
Try running:
eebinstaller.2391770.10.AMD64.exe -extractonly
This will extract the files from the executable into appropriate folders - you can then copy the nbdeployutil to the admincmd directory

give a try from below one and check if it helps
As seen you are on 7.0.1, I would recommend to Download 7.1.0.4 utility which is more improved and gives better picture. (however not 100% accurate but still you'll save alot of MIS work time)
Download Utility from : http://www.symantec.com/docs/TECH148678
Path:
On UNIX and Linux systems, the directory path to this command is /usr/openv/netbackup/bin/admincmd/
On Windows systems, the directory path to this command is <install_path>\NetBackup\bin\admincmd\
Syntax:
nbdeployutil.exe --report --traditional
This would generate xls report under \netbackup\var\global\reports

NBDEPLOYUTIL Command Switchs : http://www.symantec.com/docs/HOWTO72905
About using nbdeployutil for capacity licensing on UNIX/Linux :

Download Latest utility from link i gave
replace downloaded utility with existing one. and Execute the syntax
Reason for replacement of existing utility is for improvements and fixes in existing utility
Hope this helps :-)
Cheers !!!

You can find the usage here:
http://www.symantec.com/business/support/index?pag...
In particular, you could have also used the -force option as the error indicated was telling you that the EEB installer couldn't find the exisiting file to back up (because it's new on your system).
Help need again. I am getting below error while running the utility. Here is the error output:
F:\Veritas\NetBackup\bin\admincmd>nbdeployutil.exe --gather
