I had a similar issue, which was not easily fixed.
But just to make sure it was the same problem, you say disabled:
- No green dot?
or
- No Symantec!
When you try to lauch, it gives you an error saying the service is not started?

If it's the service not being started, I needed to go to the machine and change the Symantec Endpoint service from Manual to Automatic startup. When this would fail to work (Error Code 5 : Access Denied) I would need to reinstall or redeploy SEP to fix the problem.
