i have 25-25 (50) user symantec licence but when i activate the licence it showing only 25 users licence

Do you have Different -Different 25 license or single 50 license ?
If you have different you can add both of sepm server or you can contact licensing team and merge both license.
what is the no of licensing team and if any indian direct or toll free no..

Are these both license different??
Try deleting both the Licenses and then installing 1 via .slf and other via inserting the serial number.

I had the same issue when trying to use the renew a license or add a license wizards. The reply from support was to delete all existing licenses from sepm and then load the .slf file or serial numbers which ever you may be using. This is what worked for me.
