Is it possible to create a NetBackup 6.5.4 Master Server Cluster on a 64-bit Windows 2008 Server Failover Cluster?  I can find information on NetBackup supporting 2000 and 2003 MSCS clusters and I know that NetBackup 6.5.4 allows for 64-bit Windows 2008 Master Servers.  I need to know specifically if NetBackup 6.5.4 will support 2008 clustering.

Yes. it's possible

Starting from 6.5.4 NBU supports Master Server on W2k8/MSCS.

You will need to download Release Update CD for Windows 2008:
CD Image NB_6.5.4.Winx64_CD.exe provides a media refresh to 6.5.4 for Veritas NetBackup (tm) servers and clients only on Windows 2008 and Windows 2008 Server Core x64 platforms, and for new installs on Windows 2003 x64 platforms

But it looks like support for

But it looks like support for Windows 2008 "R2" is limited to client only when v6.5.5 is released:
