Netbackup and PgSQL is there a solution?

This issue has been solved. See solution.

Is there a anyone solution to backup and restore PgSQL databases like application (like Oracle or MS SQL)? Or I can to backup it only like file system?

You need an OpenVision to see the truth about Backups. Restores are a plus. But that's just Semantics ;)

netbackup does not support PostgreSQL nativity

But you can use a third party too that use the netbackup  XBSA API and you can manage backup and restores with opscenter (I have never test it):
