Try to add Full Control right for the java folder to the user who runs Java Console.
User must be able to create/read/write nbj.conf.

I see from your error boxes that you did a default installation into C:\Program Files

Under Windows 7 this folder gets some special protection to stop normal users from messing with install files. i.e. it is read only for normal users! Even if you are a member of of the local administrators group you don't get complete access

In their wisdom the Netbackup laucher tries to create a temp file called nbjconf in this folder which fails hence the error when it can't find the file later.

The solution: Do a custom install somewhere else. I have used C:\Veritas after which everything works correctly. You may need to check that 'Authenticated Users' or another group you are a member of has modify permissons after the install just to be sure.

This is a Windows 7 protection system. Temp data should really be created outside of the install tree

For error:521

You might have installed Java console from administrator account. When you open from administrator it will work, but when you login to local user you will get the error. So, Login as administrator goto C:\Program Files\Veritas\NBUJ7\ and copy the file nbjconf to some other drive Ex:D Drive. Log off as administrator and login as user. Open My Computer with Administrator account and paste 'nbjconf' file from D Drive to  C:\Program Files\Veritas\NBUJ7\ path. You will not get that error.

For Error:520

NetBackup 7.1 uses PBX Port 1556 for communication.

So edit the file 'nbjconf' before copying and make an entry PBX_PORT=1556 under the lines

SET BPJAVA_PORT=13722
SET VNETD_PORT=13724
SET BPX_PORT=1556

Make sure firewall is not blocking the port 1556.

Please let me know the result.

Does not seem as if OP is interested in anything we have to say... He has not been back to look for answers since July...
