This issue has been solved. See solution.

I am unable to use install_client_files to install a solaris client. FTP ports closed, and unable to ssh as root.    I was able to scp the client files to the client.   Which file do I execute to actually install the client from there ?

hi ,

check this T/N

3. Copy the tar file to /tmp/ on the client on which NetBackup is to be installed, using Secure Copy (SCP) or another allowed method.

    scp solarisclient.tar clientname:/tmp/

4. Login to the client on which NetBackup is to be installed, using SSH or another allowed method. Become root using 'su' extract the tar archive and then install NetBackup by doing the following on the client:

    cd /tmp
    tar xvpf solarisclient.tar
    /bin/sh /tmp/bp/bin/client_config

5. Verify that the new client has the correct CLIENT_NAME entry in  /usr/openv/netbackup/bp.conf. Edit the bp.conf file if necessary.

Thank you.   the install_client_files ssh nor ftp would work, but I got the sftp to work so it moved the files (along witht the bp.conf info to the client

This is a very good way to create installation files for all unix/linux platforms without moving the 3GB DVD around the clients.
