This issue has been solved. See solution.

When installing Symantec Endpoint Protection 11.0, some stations have the network threat protection installed and some don't. Did I do something wrong while installing these?

Hi

Most of the times its just the package we export, by mistake even i have exported with NTP
If you are deploying with GPO , then it seems to be issue.

 As Pete said Network Threat

As Pete said Network Threat Protection feature is available only after restart so on the computers you are seeing NTP must have been rebooted however other would be still waiting for a reboot.
