New Packages not exporting

I'm trying to export some new deployment packages on a new SEP server I've set up thats replacing an old one that has been very problematic for us.  I set up all the policies I want for our server and desktops and when I've successfully remote pushed the server package to a single server in our environment.  However now I'm trying to create a deployment package for a remote server in another building that connects back to us over a T1 line.  This server will bet a GUP machine for all the computers in this building, however when I try to create the package it starts and then just sits at "Retrieving the package data from the management server..." and goes no farther.  It puts a few of the files in the folder (local to the SEP server) and then no more.  I tried using the default packages and policy's just to see if it was something in either of those that I had set up.  But it's still a no go.
