Have a look at the general communication troubleshooting document:
http://www.symantec.com/docs/HOWTO55017
...what SEP 12.1 version are you using?
There have been already cases where the cause of the problem was a broken installation:
http://www.symantec.com/docs/TECH164993
...please try to cleanup /remove the currently installed product and reinstall it - if you can with the newest 12.1 RU2 version.
Find the attach forum and try the Mithun shared Troubleshoot links

Thanks.

Do you see the problem on several machines or is only one client affected? For starters go with the provided documentation for troubleshooting but as mentioned it may be as well caused by corrupted installation/update.
Hi Sebastian,
This is seen recently in two machine.
I ran cleanwipe in 1 of the client and reinstall problem is solved but i think
reinstall is not the only solution.

Yes, as mentioned in my previous post = most probably the troublesome/corrupted installation was the cause here - in such case there is quite little field for troubleshooting - reinstall is the best way to go.
Nice to hear your issue resolved. But have you tried the Mithun links which are attach in my above comment forum?
Thanks.
Yes sebastian,...
