No Edit button

I am an administrator for our NS and have full rights to all. MY Issue.......I am trying to setup Software Lisences within the Resource>resource Setting>contract types>Software Licensing tab but i don't have an edit button to make changes or even create theses. How can i verify what rights have been assigned to this section and make changes accordingly

Clicking on "Software
Clicking on "Software License" on the left hand tree only gives you a customized view to organize your licenses. To create a license, click on the yellow button at the top right pane:
If you want to see rights, right-click on any item, and choose properties. From there, you can click on the Security Tab and you can see the users/roles and their rights to that item.
