With the information given this could go either way.
With 6.0.7 on Exchange 2K and 2K3 content filtering is still present, and if you are currently not seeing this I would recommend either contacting Symantec technical support so that we can look deeper in the log files, or to save your current settings within the console. Uninstall the 6.0.7 then reinstall. Once reinstalled to import your settings back in.
However if this is now on an Exchange 2K7 system, then this is displaying correctly. We had to remove the content filtering rules within the program, due to conflicts with Exchange and it's new functionality.
