Not all users are receiving Spam Quarantine Summary

The Spam Quarantine Summary email is not consistantly going out to users with new quarantine items. I have my Notification frequency set to "Every day" starting at 6AM. Some people receive their report and some people don't. For those that don't I can confirm that they have new quarantine items but they still don't receive a Summary. For those receiving a Summary I can track the messages on my Exchange server but there is no rhyme or reason as to why they are the only recipients. Is there something I'm missing?
