You need to modify the Notify Rule. Admin > Notify Rules > List Notify Rules Click ...

You need to modify the Notify Rule.
Admin > Notify Rules > List Notify Rules
Click 'Incident reassigned' then click the Edit pencil
Under Sent to, place a checkbox in the To column next to Assigned worker
Click OK to save
