NTP is updated but firewall rule not working on some clients.

    Hi

           I am using SEP11MR4 on windows xp sp2.

    we have 1000 clients . I have created a firewall rule to block (inbound/outbound) some ip address.
    95% clients are blocking those ip address. but some are not they are allowing communication to those blocked ip addresses.
    why this is happening as all the clients are upto date and NTP is also upto date. all clients can communicate to the SEPM and get updates from it.

    Is there any way to test a client whether it has got the firewall rule from SEPM or not.

    Are the clients that are not blocking traffic using a special NIC( 3G NIC for example)?

    NO all are of same brand as we have only one brand of computers.
