Only one user at a time can remote to pc's

Is this a configuration, licensing or error? When second user attempts to remotely connect to a pc it fails.

Which program?
Aclient? Only one person can connect.
CarbonCopy and PCAnywhere can both be configured to allow multiple users. The configurations are in the NS console under the configuration tab in NS 6 and the Settings tab in NS 7.
