Outlook Headers Issue

Hello,
 
We seem to have very strange EV behaviour.  It affects some users.  We are running EV6SP1 with Outlook 2003 SP1, Exchange 2003 SP2.  One of our users advised that they have gone into one of their folders with Archived emails.  They have double clicked the archived email and receive the error, "The items has not fully downloaded, would you like to mark it for download".  We click Yes but it changes back to a normal Outlook header.  We then try to access it via Archive Explorer and receive an error message "Cannot display the archived item".  Whichever route we try to open the emails, we receive very similar error messages.  It seems as though Enterprise Vault has archived the Outlook Header.  Ive tried to recreate the scenario from my PC to try and archive an Outlook header but it doesn't do it, it fully downloads the message first.
 
Any ideas please?

Are the users actually online?  This is a similar message as to what someone would get if they were working offline and the item was not actually in their Offline Vault.
 
Has the user been setup for Offline Vault?

The users are definitely online and some of them would have an offline vault and others wouldn't

Are there any group policies in place for certain groups of users?
 
As a test can you create a profile in Outlook for a user that cannot access the information on the EV server and see if they can then access the information?  This is obviously purely a test and I want to see whether there are any issues relating to GPO's that might mean a user cannot access the item on their machine.

I have created a profile on another computer and tried accessing the emails but they still do not open.  It's somehow lost connection to the original email, if anything seems that in the archiving process the original email has disappeared.  Not sure what is misbehaving here, Outlook or EV

Have you done this test from the EV server not just another computer?
 
You will need to make the user local admin on the vault server as a temporary test.
 
What happens if you do a client trace when trying to double click a shortcut?
 
To do a client trace click CRTL + Shift and select one of the EV buttons with the mouse.
 
Set the trace level to maxium to ensure that you capture everything.

The original item may have expired and the shortcut may be left.
 
If the user has delete permissions then they may have deleted the mail through the search.asp and the shortcut still exist.
