Outlook Plugin Safe-Sender List Doesn't Work
I'm running SIFMSE 6.0.10.295 and Exchange 2007. I'm trying to find a way to let my clients service their own accounts for Allowed Senders, Reporting undetected spam, etc.
I read in Recently updated KB Article that I should be able to configure a "Report Spam" button in my Clients:

That led me to the BMOP Outlook plugin that is included with the SIFMSE distribution. I installed it on 2 clients running Outlook 2003 and 2007. Using the test link: Http://www.example.com/url-1.blocked/, I have successfully tested the Whitelist on the Server Console when sending messages from my yahoo account. I sent several emails before and after adding my yahoo account to the "Allowed Senders" section using the BMOP through Outlook 2007 and 2003. In both cases, my test mail was still blocked by Premium Anti-Spam as a Spam Message.
Why does the BMOP Allowed Sender List not prevent the SIFMSE Premium Anti-Spam filter from blocking my test? Is there some other client plugin or piece that will allow my clients to set their own Safe-Sender or Allowed Senders lists so I don't have to add those email addresses to the Whitelist in the console?
There must be a way for this Spam Service to allow individuals that are not admins add their own safe senders and blocked senders.

Currently SMSMSE does not provide a way for end users to add to the whitelist.
However, since SMSMSE will whitelist a message based on Exchange whitelisting a message you may be able to accomplish this through Exchange. I believe the feature is called Safelist Aggregation, but I am not an Exchange expert so I would recommend contacting Microsoft.

To specifically answer you
To specifically answer your question as to why it doesn't work, the brightmail plugin reads the headers of incoming mail to see if there is a tag in there telling it to put that mail into the Spam folder it creates. In order for this to work you would need to change the action for Spam to accept the message and then mark for the spam folder or plugin. The message would then get seen by the plugin and go into the inbox if the sender is in the whitelist or go into spam if not.
The BMOP does not talk to the Exchange server and tell SMSMSE to whitelist this for this person and that for another person, so Rejecting spam is not going to get the desired result.
Keep in mind that we don't recommend accepting Spam since the false positive rate is around 1 in 1,000,000. You should only do this for Suspected Spam.
Currently, the incoming mail
Currently, the incoming mail is roughly 2 to 1, Spam to legitimate mail. I've got Premimum Anti-Spam rejecting the spam, so any legitimate senders would be notified fairly quickly that their message was undeliverable (hopefully prompting them to call so we can add them to the whitelist).
I'm more interested in getting my users to report spam that makes it through. Despite blocking thousands of messages, my users are still receiving some spam. I was most interested in giving my users the ability to hit the "report as spam" button and have the message automatically forwarded to the designated address.
Is there any way to allow my users to click a button to report spam??

Why are you suggesting something that is neither available for download from nor supported by Symantec? Is it now available again?
