We will shortly be upgrading our 2003 Exchange environment to 2010. We have a PGP universal server v3.2 which we currently manage with policies on a Mimesweeper server. Is it correct that we can now connect the PGP server directly to the 2010 environment and manage the policies there and eliminate the need for the Mimesweeper server?

Echange 2010 has way better policy based mail routing functionality than Exchange 2007. Therefore if you can setup all the mail policy rules you currently have configured on Mimesweeper in your new Exchange 2010 environment you can use PGP Universal Server directly with Exchange 2010.
