Yes, I'm seeing the same problem.
Twice now in the last month, I've submitted one of my users keys to the pgp keyserver, keyserver.pgp.com
The keyserver reports the key being submitted is OK and says that an email will be sent soon. The users email address is OK.
But so far they have not had the verification email from the keyserver. I've checked the users email Spam filter, and the email is not being caught by this.
I've posted a similar question to yours.
It's getting worse as now my users are not getting the verification emails that they used to get, and so keys are becoming disabled in various keyrings.
I've heard nothing from Symantec and no way of knowing if the keyserver is actually sending the emails.
Sorry I'm no help, but sometimes it's nice to know you're not the only one with the same issue.
