PGP - keys

dears,
I have installed PGP in my company to incript emails between the managers,
I have installed the client for the endusers,
I have read somehwere that the policy for the enduser should be standalone because they are using PGP desktop, is that right?
because I have disabled the policy to search into the PGP server for users key, But when user A try to send to user B, he was able to send it encrypted, however user A doesnt have the public key of user B

Because it is not working at
Because it is not working at all, therefore I have disable it from the standalone policy, and now I have only one user that is able to search in PGP server, however he is also in the same group as all the users,
Enable debug logging on that
Enable debug logging on that users client and then try and send an email, and then we can see whats going on
