My question concerns the level of ecryption.  Does this product meet FIPS 140-2 levels?

Fips 140-2 compliance is an option that you can enable for Whole Disk Encryption.
Please see the following article regarding FIPS settings

HOW TO: Enable FIPS 140-2 with PGP Desktop - http://www.symantec.com/docs/HOWTO41977

Bear in mind, although the article is a bit older, I have reference the manual, and the information appears to be the same. So, the article is still relevant.

The 10.3.2 User guide mentions it under "Advanced options " as such :

Activate FIPS 140-2 operational and integrity checks. Select this option if you or your organization require FIPS 140-2 checks, but be aware that it slows down your computer’s performance. You must reboot your computer for this setting to take effect. This option is available only in standalone installations.
