May be a dumb question, but do you have to have PGP to opne a PGP encripted file?
Not dumb at all. The answer is yes, except that Windows PGP users can encrypt a file as a Self Decrypting Archive (SDA), which any Windows user can decrypt if they know the passphrase it was encrypted to.
