All support.pgp.com links are dead and the file mentioned in the title of this message cannot be downloaded anywhere. Where can I locate it to recover from the dreaded blinking cursor issue of 10.6.5. I've downloaded it several times from the PGP support site to great success, but now the links are dead. Where to go?

If it happened again, it means you're on an out-of-date version of PGP. The check for updates menu item lies - there are updates available (see the other thread).
Hopefully PGP will simply remove that in one of the updates.
