Please suggest me the reason for failure to bring offline the resources whenever I execute hastop -local on the cluster node.

Can you advise on what is OS & SFCFS version you are using ?
CFSMount resources looks to be stuck before offlining ..

Os is Solaris 9 and the SFCFS version is 4.1MP1 11/08/05-20:55:264.1

If VCS cannot offline mounts then hastop will not complete. mounts probably wont offline as there are processes running in them which could be oracle_SPTL so if this is not stopping you should investigate why and check it is dependent on mounts in VCS. I would advise running hagrp -offline for each group before running hastop as when VCS is in "leaving" state you cannot run any VCS commands to intervene.
