Please check SYMANTECGHOST.CPY is not located in the "Symantec\Ghost\db" folder. If the file exists please rename/remove the file. This file should not exist under normal situations but is known to be left behind if a previous upgrade failed.
If you tried to upgrade to GSS 2.5 from a previous version you will see the following:
"Database update failed. Please consult readme.txt"
And the "dbupgrade.txt" shows the following:
Database update started
Cannot copy database file, update failed. Please consult readme.txt
