Look for %temp%\SEP_INST.LOG

Look for %temp%\SEP_INST.LOG and search for "value 3".
Post the 10 lines above it here. You might have multiple instances of "value 3"

De facto when AV does something, it starts jumping up and down, waving its arms, and shouting "Hey!  I found a virus!  Look at me!  I'm soooo goooood!"

It could be MS Installer

It could be MS Installer problem on that particular server. You can try install something else and see if there will be problem with install too.
You can also try to check HKLM\Software\Policies\Microsoft\Windows\Installer, if "DisableMSI" is set to "2". For MSInstaller to work it must be set to "0"

Any other return value 3?

What does the other return value 3 say?

Just as a heads up, Did you ever have AMS on this server. If it's still visible in the add\remove programs.

Uninstall it if you see it, if it gives a "fatal error" , Use the windows cleanup to do so.

Try installing again
