Anyone know for Inventory Solution how deep does it able to capture windows local policy and configuration? e.g. User policy, application or windows configuration

Does this answer your question?  If not, what type of Windows configuration are you thinking of?  Obviously, there are quite a few Windows settings -- some of which inventory sees, some of which inventory does not see.
