Any step which can apply on the group that can help to apply policy on limited client rest of the client will work as old way.
You need to create a new group, break inheritance, move the client into that group and apply the new policy.
Is this what you mean? Only one policy per group can be applied at a time.

Nope it you want to move the clients to a separate group and apply the required policies on that.
More over policies are applied based on the groups.

No it is not possible you can move the cient on different group for the different policy. Only single policy can be applied on single group and which can effect on all system of that group.
