Power Control task not performing clean shutdown

Any time we use a power control task from NS 7.0 to restart a machine (in this case, restarting a Windows server), the shutdown is not clean.  Upon logon there is always a message that an unexpected system shutdown occurred.  I don't notice any events being logged stating that the Altiris Agent is initiating a shutdown.  Has anyone else noticed this?  We'll be forced to restart systems with a script task unless this can be resolved.

Upon further inspection, this is occuring on Windows Server 2003 machines.  If the same power control task is used on Windows XP machines there is no dialog about an unexpected shutdown.  We also did find the event log entry, which states that winlogon.exe is the process initiating the shutdown.
