Premium Anti-Spam Toolbar Not Displayed

I have a Windows 2000 terminal server running Outlook XP. There is one user on the terminal server that is unable to view the premium anti-spam toolbar, even though bmioutlookplugin is selected in the Outlook add-in manager. Any other user (admin, or otherwise) on the system can use the toolbar just fine. This user was able to use the toolbar previously. I have tried disabling/enabling the add-in, and tried creating a new Outlook profile, but neither helped. The email system is Information Foundation 126.96.36.199 and Exchange 2003 SP2.
I am at a loss as to where to go from here, and haven't found anything in the forums or support site. Any help that anyone might provide is greatly appreciated.
