Make sure you're on 12.1 RU2 or later as this is the first version supported for Windows 8. 12.1 RU3 is the latest. See here:

There is no specific document on the prerequirements for windows 8 OS to install symantec endpoint client. It is important for you to know that Windows 8 is supported from Symantec Endpoint Protection 12.1.RU2 onwards. Currently the latest version is Symantec Endpoint Protection 12.1.RU3.

Processor

• 32-bit processor for Windows: 1-GHz Intel Pentium III or equivalent minimum (Intel Pentium 4 or equivalent recommended).
• 32-bit processor for Mac: Intel Core Solo, Intel Core Duo. PowerPC processors are not supported.
• 64-bit processor for Windows: 2-GHz Pentium 4 with x86-64 support or equivalent minimum. Itanium processors are not supported.
• 64-bit processor for Mac: Intel Core 2 Duo, Intel Quad-Core Xeon.

Physical RAM

Windows: 512 MB of RAM (1 GB recommended), or higher if required by the operating system

For window 8 you can upgrade 12.1.2 or later version. 12.1.2 is the first compatible version for window 8.

What is your symantec version?

if your sepm is lower version from 12.1.2 then upgrade your version to install sep in window8.

Upgrade in latest version is 12.1.3
