I have :
Symantec Endpoint Protection Small Business Edition 12 0 1
it s say ''proactive detection setting disabled by your administrator'' proactive protection working but settings disabled. but my pc home computer and I am administrator.why? (sorry for my english)

is this PC Windows & or
is this PC Windows & or Vista ?
If yes then disable UAC and make sure you have enabled the administrator account or your account is not a simple user account but a member of administrators.
If all doesn't work Un-install SEP delete all symantec folders c:\programdata ,c:\program files , reboot your computer and re-install SEP .
