the proactive threat protection out of nowhere got turned off and "disabled" and when I hit fix or try anything else it wont work.

What version are you running? Are you seeing any errors? Try uninstalling and reinstalling the client.

Is this a 64-bit server? If so, PTP will show as "OFF" by design as it is not supported.

Proactive protection will show the status as off in 64 bit OS and in server OS .Whether this the case?
If no pls tell us the version of SEP you installed in the system.
